Sized for the span, with blocking at the bearing points.
Decking
Pressure-treated, composite, PVC or hardwood, fastened with the right hardware.
Railings
Posts bolted through the framing, at code height and spacing.
Stairs
Even risers, a solid landing and a graspable handrail.

Common questions
Almost always, yes. The permit is part of the job. Expect inspections at the footings, the frame and the end.
Pressure-treated costs less and can be stained, but needs sealing every couple of years. Composite costs more and needs washing, not sealing.
Sometimes. The frame, ledger and joist spacing have to be sound and suit the new boards. We check first.
